ABOUT THE EVENT

The SDBA State Legislative Day on Feb. 15, 2023, at the Ramkota Hotel & Conference Center in Pierre is your opportunity to stay up-to-date on both state and federal legislation which could affect the banking industry, visit with state legislators and constitutional officers, and make sure our industry is heard. 

The day will include an SDBA Legislative Committee meeting, lunch, SDBA update, featured speaker James Nowak, Gov. Kristi Noem (invited), the chance to visit with state legislators at the State Capitol, and an evening reception with state legislators and constitutional officers.

The day will also include special sessions specifically designed for emerging industry leaders.

All events will be held at the Ramkota Hotel & Conference Center at 920 W. Sioux Ave. in Pierre. All times are Central Standard Time.
* Bankers, including emerging bank leaders, are welcome to visit the State Capitol on their own in the morning to observe legislative committee hearings. To view committee schedules, visit www.sdlegislature.gov.

10:00 a.m. - Registration Opens

11:30 a.m. - SDBA Legislative Committee Meeting - Open to all bankers, including emerging bank leaders.

12:30 p.m. - Lunch & SDBA Update - Karl Adam, President, South Dakota Bankers Association - SDBA President Karl Adam will update attendees on a variety of happenings at the SDBA.

1:30 p.m. - Challenge Dead Ahead - Jim Nowak, Vice President-Risk Management, United Bankers’ Bank (UBB), Bloomington, MN - So, you thought living through a 400-basis point rate shock in a year was a challenge? Just wait until you have to manage through a recession with elevated inflation and interest rates this year! The Federal Reserve and the government have laid the foundation for challenges as we move towards 2023 and 2024. Join Jim as he walks us through what was, what is and what will be in 2023 and beyond. Nowak holds a B.S. degree in Finance from St. Cloud State University in Minnesota. Prior to joining UBB in early 2002, Jim gained eight years of experience in the fields of asset liability management and economic forecasting. During his banking career, he has worked for financial institutions as large as $5 billion in assets. Jim developed and manages ALMEdge®, UBB’s asset/ liability modeling product. This product is currently used more than 250 community banks in 14 states.

2:45 p.m.EMERGING LEADERS: Deeper Dive - Jim Nowak, Vice President-Risk Management, United Bankers’ Bank (UBB), Bloomington, MN - Here’s your chance! You know you have more questions. You know you want to know. Jim will join the Emerging Leaders to take a deeper dive into what lies ahead in 2023 and how it may affect our industry.

3:15 p.m.EMERGING LEADERS: From Idea to Law and Everything In Between - Liza Clark, Director of Government Relations and Economic Development, SD Board of Regents, Pierre, SD - Did you know that in Alabama, you can’t dress up as a member of the clergy? In Gainesville, Georgia, it’s illegal to eat fried chicken with silverware? Or in Indiana, no horse shall be driven or ridden at a speed in excess of 10 mph? According to linerlaw.com, these and other strange laws/ordinances still exist today. Does that make you wonder HOW? Or WHY? Clark will walk us through just HOW ideas become laws. Who is involved, what is the process and how it all works.

Prior to joining the Board of Regents, Clark served on Governor Noem’s and Governor Daugaard’s executive committee as the Chief Financial Officer and the Commissioner of the Bureau of Finance and Management (BFM) for the State of South Dakota for five years. She also served on Governor Noem’s Transition Team.

3:45 p.m.EMERGING LEADERS: SDBA Board/Banker Panel - The SDBA’s mantra for 2022 has been engagement, engagement and more engagement. Engagement with the industry, engagement with the Association, engagement with each other…and more. This session will be an interactive opportunity for you to engage with several SDBA board and bank members to learn firsthand the how’s and why’s of effective engagement.

4:30 p.m.EMERGING LEADERS: Happy Hour - Here’s your chance to practice what you just learned regarding engagement. Join SDBA staff and other emerging leaders in the Ramkota lounge for a chance to network prior to the legislative reception at 5:30.

5:30 p.m. - Reception with Legislators and Constitutional Officers
