Rick Rylance, Paul Domke, Dave Rozenboom and George Kenzy Elected as SDBA 2015-2016 Officers

The South Dakota Bankers Association (SDBA), the professional and trade association for South Dakota’s financial services industry since 1884, recently elected officers for its 2015-2016 Board of Directors. The SDBA is honored to have the following individuals serve as officers:

  • Chairman: Rick Rylance, regional president, Dacotah Bank, Rapid City
  • Chairman-Elect: Paul Domke, president/CEO, Heartland State Bank, Redfield
  • Vice Chairman: Dave Rozenboom, president, First PREMIER Bank, Sioux Falls
  • Immediate Past Chairman: George Kenzy, president/CEO, First Fidelity Bank, Burke

The official election took place at the Annual Convention of the South Dakota Bankers Association and North Dakota Bankers Association in Sioux Falls on June 9, 2015. The term for the new officers is effective now through next year’s convention, which will be held in Bismarck on June 12-14, 2016.

Chairman Rick Rylance

Rick Rylance began his banking career with Dacotah Banks, Inc., in 1978. He has worked in the Aberdeen, Lemmon, Sisseton, Webster and Rapid City markets. Rylance has worked in the operations and loan departments and served as branch manager in Sisseton and president in Webster. He currently serves as western regional president for Dacotah Bank in Rapid City.

Rylance is chair of Youth and Family Services in Rapid City and is a board member of Black Hills Works Foundation and Rapid City Rush Foundation. He has also been involved in the Rapid City Economic Development Partnership, United Way and a classroom teacher for Junior Achievement.

Rylance’s wife, Rhonda, is a secretary/paralegal for Lynn, Jackson, Schultz and LeBrun, and the couple has two sons. RJ works for Morgan, Theeler, Cogley & Petersen Law Firm in Mitchell and lives in Parkston, where his wife, Leslie, is activities director. Reid works for Scheels All Sports in Sandy, Utah.

Chairman-Elect Paul Domke

Paul Domke began working at Bank of Wessington (now Heartland State Bank) when he was in high school. He began working at the Tulare branch in 1988, and in 2007 moved to the Redfield office. He has served as president/CEO of Heartland State Bank since April 2008.

Domke’s community involvement has included the Community Memorial Hospital Foundation Board, Beadle and Spink Enterprise Community Board and the Tulare Town Board. He currently serves on the Grow Spink Board.

Domke has five children: Lucas, Tyler, Hannah, Samuel and Cami Jo.

Vice Chairman Dave Rozenboom

Dave Rozenboom is the president of First PREMIER Bank in Sioux Falls since 2011. He began his banking career in 1985 in an entry-level professional development program at U.S. Bank in Aberdeen. He later relocated to U.S. Bank in Sioux Falls in 1989, where he served as the business banking manager from 1994-2001 and regional president of eastern South Dakota and northwest Iowa from 2001-2011. 

Rozenboom has been involved in a number of community organizations such as Junior Achievement of South Dakota, the Sioux Falls Area Chamber of Commerce, Avera McKennan Hospital and University Health Center, and Sioux Falls Christian Schools. He has served in leadership positions with all four organizations, including chairing each board of directors. He is also involved in Forward Sioux Falls, a joint venture economic development partnership between the Chamber of Commerce and the Sioux Falls Development Foundation, where he will co-chair the upcoming capital campaign. 

Rozenboom and his wife Tammy of 31 years have four children and two grandchildren. Daughter Katie is a nurse practioner with Avera Medical Group. Her husband Josh Soodsma is a CPA and manager at Eide Bailly. The couple has a two-year-old son, Levi, and a two-month-old daughter, Josie. Daughter Heidi is a physician assistant with Avera Medical Group. She is married to Jon Vogel, who is in the doctoral chemistry program at USD. Son Mike is a first-year law student at Drake University in Des Moines, Iowa, and son Brett will be a senior at Dordt College pursuing degrees in finance and accounting.

Immediate Past Chairman George Kenzy

George Kenzy has worked at First Fidelity Bank, Burke, since November of 1984, in several different positions at the bank. He started as a teller and has had duties with insurance, loans, acquisitions, human resources and eventually became involved in senior management. Kenzy was named president and CEO of First Fidelity Bank in 2001.

Kenzy has served as Community Club president twice, mayor of Burke for six years, and is a current member of the development corporation and men’s club. Kenzy has served on the SDBA Board of Directors since 2008 and the South Dakota Bankers Insurance and Services Board since 2006.

Kenzy has been married to Laurie Lillibridge Kenzy for 33 years. Laurie is the head cross country and assistant middle school track coach for the Burke School District. The couple has three daughters. Kelsea is married to Sen. Billie Sutton and is a practicing attorney at Johnson Pochop & Bartling. Katelyn is a UNL graduate. She lives and manages a boutique in Lincoln, Neb. Chloe will be a sophomore journalism major at the University of Missouri this fall.
